EXPEDITE PERMIT PROCEDURES IN ORDER TO FACILITATE THE SITING OF
DEVELOPMENT ACTIVITIES AT SUITABLE LOCATIONS.
Explanation of Policy
For specific types of development activities, and in areas suitable for such development, State agencies
and local governments participating in the Waterfront Revitalization Program will make every effort to
coordinate and synchronize existing permit procedures and regulatory programs, as long as the integrity
of the regulations' objectives is not jeopardized. These procedures and programs will be coordinated
within each agency. Also, efforts will be made to ensure that each agency's procedures are synchronized
with other agencies' procedures at each level of government. Finally, regulatory programs and procedures
will be coordinated and synchronized between levels of government, and if necessary, legislative and/or
programmatic changes will be recommended.
When proposing new regulations, an agency will determine the feasibility of incorporating the
regulations within existing procedures, if this reduces the burden on a particular type of development and
does not jeopardize the integrity of the regulations' objectives.
