In anticipation of a National Oceanic and Atmospheric Administration (NOAA) FY09 notice regarding the availability of funds under the federal Coastal and Estuarine Land Conservation Program (CELCP), the New York State Department of State, Division of Coastal Resources, is issuing a request for potential projects that the Division may consider to move forward as part of its submission for federal funds under CELCP.
The NOAA Coastal and Estuarine Land Conservation Program protects "important coastal and estuarine areas that have significant conservation, recreation, ecological, historical, or aesthetic values, or that are threatened by conversion from their natural or recreational state to other uses." NOAA's CELCP also gives "priority to lands which can be effectively managed and protected and that have significant ecological value." New York State, through its federally-approved Coastal and Estuarine Land Conservation Plan, provides guidance on the priority areas for land conservation in New York and the types of coastal and estuarine resources important for protection.
The Division of Coastal Resources provides the coordinating and facilitating role for the solicitation of highly competitive coastal and estuarine land conservation projects within New York State and, working closely with its state partners in open space acquisition – the NYS Department of Environmental Conservation, the NYS Office of Parks, Recreation and Historic Preservation, and the Regional Advisory Committee’s implementing the State’s Open Space Conservation Plan – takes the lead in selecting and nominating projects to NOAA for further consideration under the national CELCP selection process. The Open Space Conservation Plan is on NYSDEC’s website at http://www.dec.ny.gov .
Based on this solicitation, the Department will nominate to NOAA those projects believed to be most beneficial to the State and most competitive in the federal selection process.

A qualified full time South Shore Estuary Reserve Office Program Administration Manager is sought to facilitate administrative implementation of various actions recommended in the comprehensive management plan (CMP) for the Long Island South Shore Estuary Reserve (Reserve). This individual will work for the New York Department of State out of the Reserve office located in Freeport, Long Island, and will report to the Reserve Office Director.
The Reserve was established by the New York State Legislature at the urging of Long Islanders concerned with the future health of the South Shore Estuary. The Reserve includes five estuarine bays and their 326 square mile watershed in Nassau and Suffolk counties. One and a half million people live in the Reserve, and millions of visitors come each year to enjoy its beauty and bounty.
